Who are the Full Members of the ICC?

The International Cricket Council is made up of Associate Members and Full Members. If you are in the Full Members group, the governing body for cricket in your country, such as the BCCI in India, the ECB in England, or the PCB in Pakistan, has the right to select a team to play test cricket as well as the right to vote at all ICC meetings. Furthermore, they can select teams to play in T20 and ODI matches.
